The Role

This role is an exciting opportunity to deliver innovative asset management and capital delivery solutions to some of the most pressing challenges facing Waltham Forest, including providing people with new affordable homes and local services.

We are looking to appoint a Corporate Director who will lead on the strategic policy direction, leadership and financial control of the Council’s Property and Delivery service, providing corporate oversight of the Council’s ambitious capital programme, which is investing £750m into communities across the borough over the next 10 years.

 

This includes direct delivery leadership of;

• A property portfolio with c.500 assets with a book value of £1.15bn and a commercial estate with an income stream of £5m per year

• Direct delivery of £170m of Capital Projects including;

o £60m schools capital programme

o £100m corporate capital programme delivering 1,700 homes (50%) affordable and 500 new jobs, council facilities, heritage and cultural assets over the next 10-years

o Social value delivery of over £30m

o FM contracts of c. £5m per annum

o Estates Management Functions via JAR on major schemes

o Residential sales of c.200 homes with an approximate value of £80m

 

Your leadership will enable the borough’s inclusive growth potential to be realised, taking a leading and proactive role in implementing Mission Waltham Forest’s goals, which set out the council’s plans for a fairer borough by 2030. You will do this by securing investment and greater revenue through the delivery of new housing, employment space, community infrastructure and the proactive management of the council’s property estate, working on transformative projects at Fellowship Square, Soho Theatre and Coronation Square.

 

Salary Range: c.£134,000

 

What we are looking for

You will demonstrate and champion a commercial culture and the delivery of resident-centric services, ensuring return on investment and securing financial and social value for the council, residents, businesses, and communities.

As an active member of the Extended Leadership Team (ELT), you will support the Cabinet, Chief Executive and Strategic Leadership Team to achieve the aims and desired outcomes of the council. You will be supported in the role by a dedicated Senior Management Team (4 direct reports) and a professional team of around 70 people.

To support and lead this work, we are looking for a determined and dynamic senior leader with significant senior management experience and a proven background in managing activities in the property sphere. Committed to reducing inequalities, you will have a deep understanding of the challenges and complexities around delivering effective asset management and capital programmes in a challenging economic climate and be able to translate this into genuine return on investment for our residents.

 

You will be a natural collaborator with experience of managing a wider variety of activities across property, regeneration and housing, and understand the benefits of cross-Council working to deliver the best possible outcomes.

 

You will be skilled in building strategic relationships, politically astute and be able to influence across a broad spectrum of internal and external partners and be adept at managing strategic programmes of work. To these, you will bring creative and innovative solutions to embed continuous service improvement whilst always meeting statutory requirements.

Play a key role in the delivery of outstanding financial services at an excellent local authority that is committed to equality and inclusion.

 

In this key strategic role, you’ll deputise for the council’s Service Director for Finance, Infrastructure and Improvement (Section 151 Officer) and will lead all our financial management and strategy teams. We’ll look to you for annual revenue and capital budgets, and the financial statement of accounts. You’ll also perform dynamic financial modelling and create our Medium Term Financial Plan.

 

You’ll be working alongside Members, senior leaders and partners who’ll be looking to you for guidance. You must therefore be a confident financial advisor with proven technical expertise. Qualified, experienced and a strategic thinker, you’ll relish complex challenges such as major capital projects.
